The Virginia Lottery has published its sports wagering activity report for the month of February 2025, detailing data submitted by licensed operators.
During the period from February 1 to February 28, Virginians placed bets totaling $556,836,877, marking a 2.2% increase from February 2024. Notably, February 2024 included an extra day of activity due to the leap year. Sports wagering for the month was conducted through 14 mobile operators and three casino locations authorized within the state.
Virginia bettors collected winnings amounting to $490,030,262, resulting in an operators’ combined win percentage of 12.00%.
Tax Structure and Allocation
Under state law, sports betting activity is subject to a 15% tax on adjusted gross revenue (AGR). AGR is defined as the total wagers minus total winnings and other approved deductions. The tax collected from sports betting is allocated as follows:
97.5%: Deposited into the state’s General Fund.
2.5%: Allocated to the Problem Gambling Treatment and Support Fund, which is overseen by the Virginia Department of Behavioral Health and Developmental Services.
For February, ten operators reported a net positive AGR, contributing $9.3 million in state tax payments.
