Virginia Lottery Publishes December 2025 Casino Activity Report

The Virginia Lottery has released its December 2025 casino gaming activity report, detailing performance across the state’s four operating casinos: Hard Rock Hotel & Casino Bristol, Rivers Casino Portsmouth, Caesars Virginia, and The Interim Gaming Hall Norfolk.

Virginia casinos generated $86.5 million in gaming revenue during December. Under state law, casinos pay a graduated tax on adjusted gross revenue (AGR)—defined as total wagers minus winnings. For the month, operators contributed $19.8 million in taxes to the Gaming Proceeds Fund.

State statute outlines how casino tax revenue is allocated, with distributions directed to the Problem Gambling Treatment and Support Fund, the Family and Children’s Trust Fund, the host city, and, when applicable, the Virginia Indigenous People’s Trust Fund. For the Bristol property, the host‑city portion is designated for the Regional Improvement Commission (RIC).

The Norfolk casino continues to operate in partnership with the Pamunkey Indian Tribe.
