Victoria’s gambling regulator is sharpening its focus on emerging risks as technological change accelerates and gambling becomes increasingly accessible across multiple platforms. The Victorian Gambling and Casino Control Commission (VGCCC) has released a new three‑year strategy outlining how it plans to respond more quickly and effectively to threats facing vulnerable communities.
Regulator Warns of Fast‑Changing Industry Landscape
The VGCCC says Victoria’s gambling environment is shifting at a pace not seen before, with new digital products, aggressive promotions, and evolving payment technologies reshaping how people gamble — and how harm occurs.
“Gambling companies are using more sophisticated technology to attract and retain gamblers,” VGCCC CEO Suzy Neilan said. “In response, we will leverage technology, data, research and intelligence to identify risks earlier and act sooner.”

The Commission’s strategy emphasizes modernizing its monitoring systems and strengthening its ability to detect harmful or unlawful activity across both physical venues and online channels. Neilan said combining intelligence, research, and partnerships will allow the regulator to understand emerging issues more quickly and take proportionate action.
“New online products, promotions and payment options are making gambling more accessible and easier to engage with,” she said. “Shifts in the market are reshaping how gambling operates and how people experience it. This increases the risk of gambling harm and makes it harder to regulate activity across more channels.”
Targeted Regulation and Harm Minimization
Neilan said the VGCCC will continue directing its regulatory efforts where they can have the greatest impact — including community engagement, education, harm‑minimization initiatives, and enforcement.
“Gambling is an inherently risky activity. Minimizing the risk of harm to the community underpins everything we do,” she said.
Building on a Strong Foundation
Strategy 2029 aims to build on the Commission’s work since its establishment, strengthening oversight and ensuring the industry operates safely, fairly, and with integrity.
“We will be proactive and adapt our regulatory approach to strengthen harm minimization and improve our effectiveness,” Neilan said. “The VGCCC will use every tool available so that gambling in Victoria is as safe and fair as possible.”
