UAB Warned for Ad Violation in Lithuania

The Gaming Supervisory Authority under the Ministry of Finance of the Republic of Lithuania conducted a scheduled inspection of UAB “VSGA” and found that between April 2, 2024, and June 21, 2024, the company violated Article 10, Paragraph 2 of the Gaming Act. The violation occurred when UAB “VSGA” posted an advertising signboard at PC “Akropolis” with the company’s trademark but without a required warning notice.

According to subparagraph 3.1 of Order No. DIE-38, issued on January 30, 2025, it was determined that the violation of Article 10, Part 9, Paragraph 2 of the ALI was a minor violation. As per subparagraphs 5.6–5.7 of Order No. DIE-486, this was considered a minor violation of the requirements of legal acts regulating gambling and lotteries. Consequently, no sanctions were applied to the responsible person under the Code of Administrative Offences of the Republic of Lithuania for this violation.

Additionally, Order No. DIE-38 highlighted issues with the company’s video recordings from June 4, 2024. These recordings, capturing people entering the company’s gambling houses (casinos) at various locations in Vilnius, Kaunas, and other cities, were blurred and did not clearly identify individuals. Furthermore, video recordings from December 18, 2023, and June 4, 2024, showing the gambling process at the tables, lacked clarity of both gamblers and staff.

As a result, the company violated Article 15, Part 1, Point 2 of the ALI, which mandates that video recording systems must clearly show individuals entering the casino, the gambling process, and the actions of gamblers and employees dealing with money and tokens.

Under subparagraph 3.3 of Order No. DIE-38, the Conclusion of the Advisory Commission was approved, and a fine of EUR 15,000 was imposed on the company for violating Article 15, Part 1, Point 2 of the ALI.

Given that the company continued to violate the same article on the date Order No. DIE-38 was adopted, the company was warned about the possible suspension of its license to organize table games and games with category A slot machines. The company must address and resolve the violation by February 27, 2025.

Decisions made by the Supervisory Authority are not final and may be appealed according to the procedure established by the Law on Administrative Procedure of the Republic of Lithuania.

Possible violations are examined, and proposals for a decision on the imposition of fines and their amounts are submitted by the Advisory Commission, as established by the order of the Director of the Gambling Supervision Service.
