Sweden Penalizes Three Licensed Providers for Supplying Offshore Operators

Despite holding valid Swedish licenses, three gaming software providers have been fined for distributing content to unlicensed operators, according to the country’s gambling regulator, Spelinspektionen. The sanctioned companies are Kalamba Games, Quickspinn AB, and EGT Digital Gaming Ltd.

Kalamba Games Hit with Warning and Fine

Spelinspektionen reported that Kalamba Games Limited supplied games to offshore casinos that were not authorized to operate in Sweden. The breach was uncovered during inspections on May 9, 2025, when regulators identified Kalamba titles on unlicensed sites.

Kalamba, which secured a five-year Swedish license on April 15, 2024, is prohibited under national rules from providing software to unlicensed operators. The company received a SEK 60,000 ($6,400) penalty and a formal warning. Kalamba acknowledged the violation and pledged corrective action.

Quickspinn Faces the Heaviest Sanction

Quickspinn AB, a Playtech-owned studio licensed since April 19, 2023, was also found to have supplied games to unlicensed platforms. The violation was detected on May 15, 2025, leading to the largest fine among the three cases.

Quickspinn was ordered to pay SEK 650,000 ($69,000) and instructed to immediately halt the distribution of its content to offshore operators.

EGT Digital Gaming Penalized for Non-Compliance

The third company, EGT Digital Gaming Ltd, was fined after its content was discovered on unauthorized websites. The provider, which obtained a five-year license on October 1, 2024, was issued a warning and a SEK 5,000 ($535) penalty.

On May 23, 2025, EGT confirmed it had ceased all activity involving the supply, installation, or modification of software for unlicensed operators.

Wider Enforcement Actions

These sanctions come as part of Spelinspektionen’s broader crackdown on illegal gambling activity. The regulator recently banned two offshore operators—Ryker BV and Bitx Operations NV—and concluded a separate case involving the Swedish Postcode Lottery. In addition, the authority announced the appointment of a new director general to lead its ongoing compliance efforts.
