Sweden Bans Altacore N.V. for Operating Without License

The Swedish Gambling Authority (Spelinspektionen) has issued an immediate prohibition against Altacore N.V., ruling that the Curaçao-based operator was unlawfully targeting Swedish consumers without the required license.

Case Background

The regulator launched a supervision case after identifying multiple Altacore-owned brands—including Betify, Wintopia, Flappy, Yonibet, Luckyhour, Cosmicslot, Winlegends, Casinozer, Rollino, Gamblezen, Spinsbro, and Icebet—as offering gambling services to Swedish players.

Investigators noted that:

  • Sweden was pre-selected as a registration country when accessed from Swedish IP addresses.
  • Marketing was conducted in Swedish, including via affiliates and Twitch content creators.
  • Terms and conditions on several sites explicitly referenced Swedish customers.

Although Altacore initially geo-blocked some domains after being contacted in July 2025, the regulator later discovered mirror sites under the same brands continuing to target Swedish users.

Regulator’s Findings

Spelinspektionen concluded that:

  • Altacore N.V., registered in Curaçao under license OGL/2023/109/0075, was the operator behind the mirror sites.
  • Swedish consumers were still able to register and create accounts.
  • Marketing in Swedish and pre-selected registration options demonstrated that the gambling was directed at the Swedish market.

Under the Swedish Gambling Act (2018:1138), all operators targeting Sweden must hold a local license. The regulator emphasized that the law is designed to channel gambling activity toward responsible, licensed, and controllable operators.

Immediate Prohibition

Given the continued targeting of Swedish consumers, Spelinspektionen formally prohibited Altacore N.V. from offering gambling in Sweden. The decision is effective immediately, citing the need to protect consumers and uphold market integrity.

The ruling was issued by Head of Unit Robert Larsson, following a presentation by Officer Ludvig Ekholm.
