The Pennsylvania Gaming Control Board (PGCB) has unanimously voted to renew the Category 1 horse track casino license for PID, LLC, the operator of Presque Isle Downs & Casino. The decision grants the facility a five-year extension, affirming its compliance with regulatory obligations and its continued viability as a gaming destination in northwestern Pennsylvania.
A Thorough Review Process
The renewal followed a comprehensive evaluation process that included:
- A public input hearing in Summit Township (September 2024), where casino representatives presented operational updates and community members shared feedback
- A follow-up hearing in Harrisburg (May 2025 and continued today), allowing PGCB members to question executives from Presque Isle Downs and parent company Churchill Downs Inc.
- Contributions from state and local officials, law enforcement, and multiple PGCB departments, including the Office of Enforcement Counsel, Bureau of Investigations and Enforcement, and Office of Compulsive and Problem Gaming
The Board had previously delayed its vote in May to gather additional financial data after concerns were raised about the casino’s long-term sustainability.
Board Chair Reassures Community
PGCB Chair Denise Smyler addressed the community directly, emphasizing that the renewal was granted only after a rigorous financial investigation:
“We understand the uncertainty this process may have caused for the people of Erie—especially the dedicated staff, suppliers, and patrons of Presque Isle Downs. But we are confident, with Churchill Downs’ backing and continued oversight, that the facility will remain operational and has the potential to thrive once again.”
Smyler also noted that the license renewal comes with conditions for ongoing monitoring, ensuring accountability and transparency moving forward.
Economic Impact and Operational Snapshot
Since opening in February 2007, Presque Isle Downs & Casino has:
- Generated $2.52 billion in gross gaming revenue
- Returned $1.52 billion to the Commonwealth through taxes, fees, and assessments
- Operated 1,525 slot machines and 31 table games
- Employed 482 staff members
