Michigan Escalates Enforcement Against Offshore Gambling Operators, Citing Threats to Consumer Protection and Responsible Gaming

The Michigan Gaming Control Board has intensified its campaign against illegal online gambling, issuing 33 cease‑and‑desist letters to offshore operators that were found to be unlawfully offering online casino games, sweepstakes‑style gambling, and sports betting to Michigan residents. Regulators say the violations extend beyond unlicensed wagering — they undermine one of the state’s most important consumer safeguards: self‑exclusion protections.

The letters were sent to the operators behind Azartzona Casino, Basepoker, BingoMania, BitofGold, Cryptoplay, Del Oro Casino, Detective Slots, Donbet, Exclusive Casino, Genie Jackpot, Guangzhou Snail Interactive Technology Co., Ltd., Immersion Casino Online, iWild Casino, JacksPay, Jurassic Slots, L0tt0, Lucky Charm Sweep, Lucky Rebel, Magicianbet, mBit Casino, Odds Maker, Raging Bull Slots, Regal Casino and Sportsbook (Wager Street), Ronin Slots, Runewager, Slot Paradise, Sloto Tribe, Sloto’Cash Online Casino, Spin Dinero, SpinsTopia, Stardust, SunnySpins Casino, and The Online Casino. MGCB investigations confirmed each was offering prohibited gambling services to Michigan residents without a license.

Michigan’s legal operators must comply with the state’s Internet Gaming and Sports Betting Responsible Gaming Database, which allows individuals to voluntarily ban themselves from online gambling. Offshore sites, however, have no obligation to honor those protections. As a result, people who have taken the difficult step of self‑excluding can still create accounts, deposit funds, and place bets on illegal platforms — often without realizing the site operates outside Michigan law.

“Choosing to self‑exclude is one of the hardest and most courageous decisions a person can make, and in Michigan’s legal market, that choice is respected,” said MGCB Executive Director Henry Williams. “Offshore sites don’t respect it. They will take a deposit from someone who has asked for help, and the MGCB has no way to help that person get it back. These 33 letters put operators on notice that our residents are not an untapped market, and that anyone who thinks they can ignore our protections will hear from us.”

Illegal Gambling Is Growing — and Many Players Don’t Realize They’re at Risk

National data shows the illegal market is expanding rapidly. An August 2025 analysis from the American Gaming Association (AGA) estimates Americans wager $673.6 billion annually with illegal and unregulated gambling operators — a 22% increase since 2022, driven largely by a surge in illegal online casino play.

The AGA found:

  • The share of online casino players who use only legal sites dropped from 52% to 24% between 2022 and 2025.
  • Nearly half of online casino players now use both legal and illegal sites — almost triple the previous rate.
  • Americans placed an estimated $84 billion in bets with illegal bookies and offshore sportsbooks in the study period.
  • One in ten sports bettors wager exclusively through illegal sources.

Many bettors don’t realize they’re gambling illegally. Earlier AGA research found 70% of sports bettors who primarily used illegal operators believed they were betting legally or splitting their wagers evenly between legal and illegal platforms.

What Players Lose When They Use Unlicensed Sites

Offshore gambling sites operate outside Michigan’s regulatory framework. Players who use them give up:

  • Self‑exclusion protections
  • Deposit limits and responsible gaming tools
  • Independent testing of game fairness
  • Security standards for personal and financial data
  • Any recourse through the MGCB if winnings are withheld or accounts are closed

In short, players have no guaranteed protections — and no regulator to turn to if something goes wrong.

Part of a Larger Crackdown

This latest enforcement action follows an April 2026 announcement in which the MGCB revealed it had issued 45 cease‑and‑desist letters to offshore operators over a four‑month span. Under the Lawful Internet Gaming Act, Lawful Sports Betting Act, and related Michigan statutes, any company offering online casino gaming or sports wagering to individuals in the state must be licensed by the MGCB.

Operators that ignore cease‑and‑desist directives may face additional enforcement measures in coordination with the Michigan Department of Attorney General.

Michigan’s message is clear: illegal operators will not be allowed to target residents, undermine responsible gaming protections, or operate outside the law.
