The Pennsylvania Gaming Control Board (PGCB) has approved two consent agreements resulting in a combined $70,000 in fines following investigations by its Office of Enforcement Counsel.

Fines Issued

The penalties were levied against:

  • Betfair Interactive US LLC (d/b/a FanDuel)$40,000 fine for failing to properly license multiple employees as required under Pennsylvania gaming regulations.
  • Sugarhouse HSP Gaming LP (Rivers Casino Philadelphia)$30,000 fine for two separate incidents where individuals under the legal gaming age of 21 were permitted to access the casino floor and gamble.

Copies of the full consent agreements are available upon request through the PGCB’s Office of Communications.

Involuntary Exclusion Actions

In addition to the fines, the Board took action to place seven individuals on its various Involuntary Exclusion Lists, which prohibit access to:

  • Licensed casinos in Pennsylvania
  • Online betting platforms regulated by the PGCB
  • Video Gaming Terminal (VGT) locations

This brings the total number of individuals on the Board’s exclusion lists to 1,411.

Notable Case: Child Endangerment

Among those excluded was a female patron who left two minors, ages 8 and 9, unattended in a hotel room at Hollywood Casino at the Meadows for over 7 hours while she gambled at table games. This incident underscores the PGCB’s ongoing efforts to protect children from unsafe environments associated with unattended minors at gaming venues.

The Board reminds all patrons: Leaving children unattended at casinos, hotels, or parking areas is strictly prohibited and poses serious safety risks.

To raise awareness, the PGCB continues to promote its “Don’t Gamble with Kids” campaign, aimed at preventing child neglect in gaming environments.

Online Gambling Fraud

Two additional individuals were placed on the Involuntary Interactive Gaming Exclusion List for engaging in fraudulent activities related to online gambling.

  • Date: Wednesday, 20 August 2025
  • Time: 10:00 a.m.
  • Location: Public Hearing Room, Second Floor, Strawberry Square Complex, Harrisburg
