The Netherlands Gambling Authority (Ksa) has issued a formal penalty payment order against three companies—SBM Holding Group, Sun Block Media Labs 2.0 Ltd., and JEF Holdings Ltd.—for promoting illegal gambling platforms, including content published on the website Casinoscout.nl.
Under this enforcement action, each party faces a financial penalty of €75,000 per week, up to a maximum of €225,000, if they continue to advertise illegal casino offerings to Dutch consumers.
Originally dedicated to promoting legal gambling, Casinoscout.nl changed direction following its ownership transfer in early 2025, and began featuring illegal content. Dutch law prohibits not only operating unlicensed gambling platforms but also marketing them. The Ksa initially issued a warning, followed by enforcement measures after receiving no response. It also collaborated with the Netherlands Internet Domain Registration Foundation (SIDN) to take the website offline. While temporary fixes—such as IP blocking—were introduced, Casinoscout.nl resumed advertising illegal offerings, prompting the regulator to have it permanently shut down.
Further investigation revealed connections between Casinoscout.nl and besteonlinecasinonederland.com, another platform owned by the same companies and also promoting illegal gambling. As a result, the Ksa has expanded its sanctions to cover all associated digital platforms, reiterating its commitment to safeguarding consumers and enforcing compliance.
