To address delays in the certification process for betting operators, Brazil’s Ministry of Finance’s Secretariat of Prizes and Betting (SPA) has issued Instruction No. 3/2025. Published on January 14, the directive aims to streamline the certification process and resolve operational bottlenecks that have hindered the work of accredited laboratories.
Significant Changes Introduced
This directive is designed to address ongoing issues in the technical certification process, ensuring operators can continue their activities without interruption while complying with Brazil’s strict gambling regulations. Instruction No. 3/2025 covers a wide range of issues and extends some operator application deadlines, ensuring a smoother process for all parties involved.
Under the updated regulations, provisionally authorized operators must submit several certifications for their online services by January 30. A new format for the Cover Page of Multi-Operator Certifications aims to ensure clarity and regulatory alignment across operators sharing certification resources, particularly relevant to B2B service providers.
Other updates pertain to operators who have already received a license, requiring them to provide monthly updates of core documents in case of operational changes. The regulations also allow companies to apply for an extension to their certification process and refine the verification process for operators specializing in live studio-based online games. These companies must submit specific certifications starting February 1.

This new directive is part of Brazil’s broader strategy to ensure the gambling market remains well-regulated and transparent. The SPA maintains a rigorous licensing process, requiring total alignment with regulatory requirements. New licenses are now valid for five years, allowing operators to manage up to three betting brands or “skins.”
