Department of Consumer Protection Reaches Settlement with High5Games

The Department of Consumer Protection (DCP) Gaming Division has announced a settlement with High5Games, an Online Gaming Service Provider, following an investigation into its operation of an unlicensed online casino, High5Casino.

High5Games, a licensed provider of online slot content for Connecticut’s legal gaming platforms, faced a license suspension on March 14, 2025, due to alleged violations of state gaming laws. The company has since ceased operations of its unlicensed casino within the state, and its gaming license has been reinstated effective May 22, 2025.

As part of the settlement, High5Games will pay nearly $1.5 million, including:

  • $643,000 in restitution for consumers who lost money on High5Casino.
  • Nearly $800,000 designated for consumer protection efforts, including complaint resolution programs, consumer education, and enforcement initiatives.

“This case highlights the dedication of our Gaming Division in maintaining a fair, safe, and legal gaming market in Connecticut,” said DCP Commissioner Bryan T. Cafferelli. “We are pleased that affected consumers will receive restitution and that High5Games has ceased operations of its unlicensed casino.”

DCP Gaming Division Director Kris Gilman added, “The outcome of this investigation ensures that funds are returned to those harmed by unfair gaming practices. Connecticut remains one of the safest states for legal gambling, and we work diligently to protect consumer interests.”

The DCP reminds adults who choose to engage in online gaming that only two licensed platforms operate legally in Connecticut:

  • DraftKings/Foxwoods
  • FanDuel/Mohegan Sun
