Sweden Issues Substantial Fines to Two Gambling Operators for Duty of Care Violations

Sweden’s gambling regulator, Spelinspektionen, has imposed significant fines on two gambling operators following their failure to meet duty of care obligations. These lapses, according to the authority, exposed players to risks of gambling-related harm. The penalized companies—Roar Vegas Ltd and Glitnor Services Limited—are legitimate operators licensed for commercial iGaming and online sports betting activities.

Roar Vegas Ltd: Delayed Intervention in Cases of Risk

Spelinspektionen’s investigation revealed that Roar Vegas Ltd was slow to respond to instances of high-risk gambling behavior, missing opportunities to intervene effectively. The authority reviewed the accounts of 12 customers and found that three of them, flagged as problematic players, did not receive timely support. Although Roar Vegas eventually acted to mitigate gambling-related harm, the delay constituted a breach of the Swedish Gambling Act.

For this lapse, Spelinspektionen issued a formal warning and fined the operator SEK 8 million ($801,000). Roar Vegas, which operates under the brand leovegas.com, remains licensed for commercial online gaming and sports betting activities in Sweden.

Glitnor Services Limited: Failure to Address Excessive Gambling

Glitnor Services Limited, the operator of luckycasino.com, faced even stronger criticism from Spelinspektionen. After examining 12 accounts, the regulator found that 10 customers did not receive any intervention, despite displaying signs of excessive gambling. Unlike Roar Vegas, which took late action, Glitnor failed to implement adequate measures entirely.

As a result, the company was issued a warning and a substantial fine of SEK 28 million ($2.8 million). Glitnor Services also holds a license for commercial iGaming and online sports betting in Sweden.

Growing Concerns Over Unregulated and Underage Gambling

In a broader assessment of the gambling landscape, Spelinspektionen raised alarms about the rising prevalence of underage gambling and gaming among young adults, particularly males. The authority emphasized that combating problem gambling is more critical than ever, given the adverse impacts on vulnerable groups.

Adding to these concerns, unlicensed gambling operators continue to gain popularity across Sweden. These rogue platforms undermine the regulated market by diverting revenue from legitimate businesses while offering none of the consumer protections or tax contributions required by licensed operators.
