Michigan issues cease‑and‑desist orders to 45 illegal gambling operators

LANSING, Mich. – The Michigan Gaming Control Board said Thursday it has issued cease‑and‑desist orders to 45 offshore gambling operators over the past four months for illegally offering online casino games and sports betting to Michigan residents.

The orders followed MGCB investigations confirming that each entity was accepting wagers or providing casino‑style gaming without a state license, a violation of Michigan’s internet gaming and sports betting laws.

The operators cited include buffalocasino.com, BetOnline.ag, SportsBetting.ag, Americas Card Room, Anonymous Casino, Winport Casino, Ripper Casino, LTC Casino, Regal Casino and Sportsbook, and dozens of others.

“The scope of this action sends a clear message: Michigan will not tolerate illegal operators targeting our residents or undermining the lawful businesses that have invested in complying with state law,” MGCB Executive Director Henry Williams said in a statement. “This is an ongoing effort, and we will continue to take action against illegal gambling operators.”

The agency said offshore sites operate outside Michigan’s regulatory framework, leaving consumers exposed to unfair games, withheld winnings, misuse of personal data and no meaningful dispute‑resolution process. Licensed operators, by contrast, undergo background checks, technical audits and responsible‑gaming oversight.

Under Michigan law, any company offering online casino gaming or sports wagering to people in the state must be licensed by the MGCB. Entities that ignore cease‑and‑desist directives may face additional civil or criminal enforcement. The board said it works with law‑enforcement partners to disrupt illegal gambling activity.

Residents are urged to verify that any platform they use appears on the MGCB’s list of licensed operators and to report suspected illegal gambling by emailing MIGamblingTip@michigan.gov or calling 1‑888‑314‑2682.
