Ksa Fines ComeOn Operator Tulipa Ent Limited €750,000 for Duty‑of‑Care Failures

The Netherlands Gambling Authority (Ksa) has issued a €750,000 fine to Tulipa Ent Limited, the operator behind the ComeOn online gambling brand, for failing to meet its statutory duty of care toward players in the Netherlands.

According to the regulator, Tulipa did not adequately protect players—particularly young adults—from excessive gambling or potential addiction between December 2023 and September 2024. Dutch law requires licensed operators to actively monitor player behavior and intervene when signs of risk emerge.

Regulator Finds Violations in All Reviewed Player Files

As part of its investigation, the Ksa examined 10 player accounts belonging to young adults who had incurred significant losses. Violations were identified in every case.

The regulator reported that Tulipa failed to detect early indicators of harmful gambling behavior, leading to late or insufficient interventions. Several players were able to lose thousands of euros in short periods and set deposit limits far above what the Ksa considers responsible for their age group.

Ksa: Duty of Care Must Not Be Neglected

Ksa chair Michel Groothuizen emphasized that the findings reflect broader concerns about inconsistent duty‑of‑care practices across the market.

“The Ksa previously found that providers’ implementation of their duty of care varied too widely and often left much to be desired. We therefore conducted additional research with various providers, resulting in the duty‑of‑care fines we are now seeing. Providers absolutely must not let slip something as essential as the duty of care, especially when it concerns vulnerable target groups such as young adults.”

The regulator said it will continue to scrutinize operators to ensure compliance with player‑protection requirements.
