Mobile operators drive a massive $95.3M in adjusted gross revenue as handle nears $800M

Virginia’s sports betting market delivered its strongest month ever in November 2025, smashing previous revenue records and underscoring the dominance of mobile wagering across the state.

Record Revenue: $95.3 Million

The Virginia Lottery reported $95.3 million in adjusted gross sports betting revenue, the highest monthly total since the state launched legal wagering. Nearly all of it—$95.1 million—came from the state’s 14 mobile operators, while the three land‑based casinos contributed just $193,052.

Handle Approaches $800 Million

Bettors wagered $798.9 million in November, a 5% year‑over‑year increase.

  • Mobile handle: $793.6M wagered, $694.6M returned to bettors
  • Retail handle: $5.3M wagered, nearly $5.1M returned

The numbers reflect a 12.42% hold, one of the strongest monthly margins the state has posted.

Tax Revenue Surges to $14.3M

Virginia imposes a 15% tax on adjusted gross sports betting revenue. Ten operators reported positive AGR in November, generating $14.3 million in taxes.

Under state law:

  • 97.5% ($13.9M) went to the General Fund
  • 2.5% ($357,865) went to the Problem Gambling Treatment and Support Fund
