Virginia Lottery Reports July 2025 Sports Wagering Figures

RICHMOND, Va. – The Virginia Lottery has published its July 2025 sports wagering report, detailing activity submitted by all licensed operators.

From 1–31 July 2025, Virginians placed $429,272,340 in sports bets — a 13.7% increase compared to July 2024. During the month, 14 mobile sportsbooks and three casinos were authorized to accept wagers in the Commonwealth.

Players collected $379,847,066 in winnings, resulting in an 11.51% combined win percentage for operators.

Under Virginia law, sports betting is taxed at 15% of adjusted gross revenue (AGR), defined as total wagers minus total winnings and other allowable deductions. Of the tax collected, 97.5% is directed to the state’s General Fund, while 2.5% supports the Problem Gambling Treatment and Support Fund, administered by the Virginia Department of Behavioral Health and Developmental Services.

In July, 10 operators reported positive AGR, generating $6.8 million in state tax payments.
