RICHMOND, Va. – The Virginia Lottery has published its monthly report on sports wagering activity for September 2025, detailing handle, operator performance, and tax contributions.
September Highlights
- Total Handle: $737,184,001 wagered between September 1–30, an 18.5% increase compared to September 2024.
- Authorized Operators: Fourteen mobile platforms and three casinos were approved to accept wagers during the month.
- Player Winnings: Bettors collected $667,443,996, resulting in a 9.46% operator hold.
Taxation & Allocation
Under Virginia law, sports betting is taxed at 15% of adjusted gross revenue (AGR), defined as total wagers minus winnings and authorized deductions.
- 97.5% of tax proceeds are deposited into the General Fund.
- 2.5% are directed to the Problem Gambling Treatment and Support Fund, administered by the Virginia Department of Behavioral Health and Developmental Services.
September Tax Contributions
- Ten operators reported positive AGR.
- Combined tax payments totaled $9.7 million for the month.
