Virginia Lottery Releases February 2026 Casino Activity Report

The Virginia Lottery has published its February 2026 casino gaming activity report, covering performance across the state’s five operating casinos:
Hard Rock Hotel & Casino Bristol, Rivers Casino Portsmouth, Caesars Virginia, The Interim Gaming Hall Norfolk, and Live! Casino & Hotel Petersburg.

February Gaming Revenue

Virginia casinos generated $95.2 million in gaming revenue during the month.

Under state law, casinos pay a graduated tax on adjusted gross revenue (AGR)—defined as wagers minus winnings. In February, operators contributed $17.1 million in taxes to the Gaming Proceeds Fund.

Statutory Tax Distributions

Revenue from the casino AGR tax is allocated to several state and local entities, including:

  • Problem Gambling Treatment and Support Fund
  • Family and Children’s Trust Fund
  • Host cities
  • Virginia Indigenous People’s Trust Fund, where applicable

For the Bristol property, the host‑city portion is directed to the Regional Improvement Commission (RIC).
The Norfolk casino continues to operate in partnership with the Pamunkey Indian Tribe.
