Pennsylvania Gaming Control Board Issues Fines, License Revocation, and Exclusions

The Pennsylvania Gaming Control Board (PGCB) announced disciplinary actions against three Video Gaming Terminal (VGT) establishments, resulting in fines totaling $89,500 for two operators and the revocation of a license for another.

Fines Against Raceway Management Company

Consent agreements presented by the Board’s Office of Enforcement Counsel detailed violations at two convenience store locations operated by Raceway Management Company, Inc. in Gibson and Lake Ariel.

  • Gibson location: fined $63,500
  • Lake Ariel location: fined $26,000

The penalties stemmed from repeated failures to have Board-certified employees physically present while VGTs were operational. Regulations require at least one trained employee to supervise the VGT area whenever games are available for play.

Copies of the approved consent agreements are available through the PGCB Office of Communications.

License Revocation at Bald Eagle Truck Stop

The Board also revoked the establishment and principal licenses of Mann & Sidhu, Inc., operators of VGTs at the Bald Eagle Truck Stop in McEllhatten. The revocation halts all VGT operations at the site after multiple violations, including:

  • No credentialed employee on duty during gaming hours
  • Allowing a minor to enter the VGT area and place wagers
  • Failure to maintain truck stop qualification by not meeting the required average of 50,000 gallons of diesel/biodiesel sales per month over 12 months

Involuntary Exclusion List Updates

The PGCB placed 10 individuals on its statewide Involuntary Exclusion Lists, which prohibit gaming at casinos, online betting sites regulated by the Board, and VGT locations.

Among them were three patrons cited for leaving minors unattended while gambling:

  • A woman who left a 7-year-old alone in a hotel room at Live! Casino & Hotel Philadelphia for 3 hours 42 minutes while she played table games
  • A man who left two children, ages 6 and 8, in a vehicle at Live! Casino & Hotel Philadelphia for 1 hour 15 minutes while gambling
  • A man who left a 6-year-old in a vehicle at Valley Forge Casino Resort for 19 minutes while playing slot machines

The PGCB emphasized that leaving minors unattended at casino facilities is strictly prohibited, citing safety risks. To reinforce awareness, the Board continues its “Don’t Gamble with Kids” campaign.

With these latest actions, the number of individuals on the Board’s exclusion lists has risen to 1,458.

The PGCB will convene its next public meeting at 10:00 a.m. on Wednesday, December 17, 2025, in the Public Hearing Room on the second floor of the Strawberry Square Complex in Harrisburg. The agenda will be posted on the Board’s website prior to the meeting.
