PAGCOR Pledges Crackdown on Illegal Gambling as Licensed Sector Delivers $1.2B in Fees

MANILA — The Philippine Amusement and Gaming Corporation (PAGCOR) will intensify efforts to curb the influence of offshore and unlicensed gambling operators, Chairman and CEO Alejandro Tengco announced, as new figures highlight the growing economic contribution of the regulated market.

From January to July 2025, licensed online gaming platforms generated roughly $1.20 billion in license fees, underscoring the sector’s role as a major revenue driver for the government.

Legal Market’s Economic Impact

Tengco stressed that regulated gambling continues to deliver strong benefits to the Philippine economy, funding essential public services and infrastructure.

“Because of its huge potential, online gaming has become an important source of funds for our nation‑building commitments, including PAGCOR’s support for education, health care, and community development,” he said.

He noted that every peso collected translates into tangible projects — from equipping classrooms to bolstering healthcare programs — but warned that the gains are threatened by the persistence of illegal operators.

Calls for Balanced Policy

The announcement comes amid ongoing debate over the future of gambling in the Philippines. While some have urged President Bongbong Marcos to impose a blanket ban, critics argue such a move could be counterproductive, driving players toward unregulated offshore sites.

Market studies suggest even many gamblers oppose a total ban, fearing it would hand more ground to the black market.

Targeting the Black Market

“These illegal sites not only deprive the government of much‑needed revenues but also expose Filipino players to numerous risks,” Tengco warned, adding that the black market undermines licensed businesses and thrives in regulatory grey areas.

PAGCOR, he said, is committed to “strengthening regulation and enforcement to ensure that only legitimate and properly monitored operators are allowed to operate.”

The regulator’s stepped‑up enforcement drive aims to protect consumers, safeguard public revenues, and preserve the integrity of the country’s gaming industry.
