Ksa Issues Enforcement Notice to TOTO Online BV

That money goes straight to criminal operators who offer zero protections and pay no tax. If higher taxes make regulated betting less attractive, the harmful black market will be the only winner. That is bad for consumers, jobs and the public finances.”

In addition, $94.94 million in taxable sports wagering revenue was reported across the state’s seven mobile/online operators and three retail sportsbook licensees for the month.

Casino Gaming Revenue

Plainridge Park Casino (PPC), a Category 2 slots facility, is taxed at 49% of GGR, with 82% of that revenue directed to Local Aid and 18% to the Race Horse Development Fund. MGM Springfield and Encore Boston Harbor, both Category 1 resort casinos, are taxed at 25% of GGR, with proceeds distributed to several state funds as outlined in the gaming statute.

Since the opening of the three gaming facilities, the Commonwealth has collected approximately $2.274 billion in taxes and assessments from casino operations.

Sports Wagering Revenue

Encore Boston Harbor, MGM Springfield, and Plainridge Park Casino are licensed as Category 1 Sports Wagering Operators, authorizing them to operate retail sportsbooks. Category 1 operators are taxed at 15% of taxable sports wagering revenue (TSWR).

Seven mobile operators — Bally Bet, BetMGM, Caesars Sportsbook, DraftKings, ESPN Bet, Fanatics Betting & Gaming, and FanDuel — hold Category 3 licenses, allowing them to offer online and mobile wagering. Category 3 operators are taxed at 20% of TSWR.

Tax revenue from all operators is distributed as follows:

  • 45% to the General Fund
  • 17.5% to the Workforce Investment Trust Fund
  • 27.5% to the Gaming Local Aid Fund
  • 1% to the Youth Development and Achievement Fund
  • 9% to the Public Health Trust Fund

Since the launch of sports wagering — retail on January 31, 2023, and online on March 10, 2023 — Massachusetts has collected approximately $372.31 million in taxes and assessments from licensed operators.

Under state law, if an operator reports negative adjusted gross sports wagering receipts for a given month — due to winnings paid out and federal excise taxes exceeding gross receipts — the operator may carry that negative amount forward to offset future tax liability.

Virginia Lottery Publishes November 2025 Sports Wagering Report

The Virginia Lottery has released its monthly update on sports wagering activity reported by licensed operators for November 2025.

From November 1–30, Virginians placed $798,878,673 in wagers — a 5% increase compared to November of last year. Fourteen mobile operators and three casinos were authorized to accept bets during the month. A full list of approved operators is available under the Lottery’s “approvals” tab.

Bettors won $699,673,957, resulting in a 12.42% operator win percentage for the period.

Under Virginia law, sports betting is taxed at 15% of adjusted gross revenue (AGR), defined as total wagers minus winnings and other allowable deductions. Of the tax collected, 97.5% is directed to the state’s General Fund, while 2.5% supports the Problem Gambling Treatment and Support Fund overseen by the Virginia Department of Behavioral Health and Developmental Services.

For November, ten operators reported positive AGR, generating $14.3 million in state tax payments.

Sportsbet Fined $209K for Failing to Warn Customers About Gambling Activity

Australia’s largest online bookmaker, Sportsbet, has been hit with an AUD 313,140 (approximately USD 209,000) penalty after the Northern Territory Racing and Wagering Commission found the operator failed to issue mandatory gambling activity statements to more than 6,000 customers over an 18‑month period.

Regulator Says Breaches Show “Clear and Repeated” Failures

According to the Commission, Sportsbet breached its licence conditions by failing to send monthly activity statements to 6,131 customers between 2022 and 2024. In total, 51,525 required statements were never delivered. These disclosures are legally mandated to help customers track their betting behavior and reduce the risk of gambling harm.

In its decision notice, the Commission said the violations amounted to a “clear and repeated failure” to meet a core consumer protection obligation. It added that the ongoing nature of the breaches pointed to systemic weaknesses in Sportsbet’s governance and compliance processes, ultimately increasing the risk of harm to consumers.

Commission Chair Alastair Shields said the accumulation of breaches justified the significant fine, underscoring both the seriousness of the non‑compliance and the regulator’s willingness to take strong enforcement action. He also noted that the Commission had not been notified of any legal challenge to the ruling.

Sportsbet attributed the failures to “several technical issues,” expressed regret, and issued an apology to affected customers.

Sportsbet Facing Additional Legal Troubles

The fine comes amid other legal challenges for the operator. Earlier this month, a jailed financier filed a lawsuit against Sportsbet seeking to recover funds he stole from clients and subsequently lost through the platform.

Critics Say the Penalty Falls Short

The size of the fine has drawn criticism from gambling‑harm experts. Charles Livingstone, head of Monash University’s Gambling and Social Determinants Unit, described the penalty as “fairly serious” in principle but financially insignificant for a company of Sportsbet’s scale. While AUD 313,000 is meaningful for the NT regulator, he said it is “virtually nothing” for an operator generating billions in annual revenue.

Livingstone added that although the fine signals an attempt by the regulator to appear tough, real effectiveness would require stronger resourcing, proactive investigations, and a willingness to suspend or revoke licences. Without such measures, he warned, the Commission risks being viewed as ineffective and as a “jurisdiction of convenience.”
