As industry leaders gather at ICE Barcelona to discuss the future of global gaming, the UK Gambling Commission (UKGC) used the event to issue a pointed warning to Meta, accusing the tech giant of allowing illegal gambling advertisers to flourish across its platforms.
UKGC: Meta “Wants It Both Ways”
In a speech delivered at ICE Barcelona, UKGC Executive Director Tim Miller said Meta is attempting to “have its cake and eat it,” maintaining relationships with licensed operators while simultaneously enabling unlicensed gambling companies to target UK consumers.
Despite repeated warnings from the regulator, Miller said illegal gambling ads remain widespread on Meta’s platforms. Many of these ads are aimed directly at British users and are even labeled “not on GamStop”—a reference to the UK’s national self‑exclusion program.
Such ads, Miller noted, are designed to lure self‑excluded and vulnerable individuals back into gambling, often on high‑risk offshore sites.
“They Simply Chose Not to Look”
Miller rejected Meta’s claim that it removes illegal ads when notified, arguing that the company is fully aware of what appears on its platforms.
“Companies like Meta will tell you they don’t tolerate the advertising of illegal sites and will remove them if they are notified,” Miller said. “But that approach suggests they don’t know about those ads unless alerted. That is simply false.”
He pointed out that Meta’s own ad library allows users to search for specific keywords—typing in “not on GamStop” produces numerous results.
Miller also noted that Meta has previously encouraged the UKGC to use AI tools to help flag illegal ads, a suggestion he said underscores the company’s unwillingness to proactively police its own ecosystem.
A Question of Responsibility
Miller concluded by challenging Meta to decide where it stands.
He said the company must choose whether it supports the consumers who use its platforms or the criminals and predatory operators who exploit them to reach vulnerable people.
California state law enforcement confiscated 26 newly installed historical horse racing (HHR) machines at Santa Anita Park on Saturday, shutting down the slot‑style terminals only 48 hours after they were first powered on.
The machines—branded “Final Stretch”—allowed bettors to wager on previously run horse races using a $1 “three‑by‑three” exotic bet. The terminals had been installed in the former Horse Wizard Lounge on the grandstand’s ground floor.
State Says Machines Are Illegal; Track Says They’re Parimutuel
Santa Anita officials argue the machines are legal under California’s long‑standing parimutuel wagering laws, describing them as “racing on demand” terminals that use a wager already approved by regulators.
California Attorney General Rob Bonta’s office disagrees. On Saturday afternoon, agents from the California Department of Justice raided the track—home of the Santa Anita Derby and Santa Anita Handicap—and seized the machines, asserting they constituted illegal gambling devices.
The move came after California’s federally recognized tribes objected to the installation. Tribes hold exclusive rights to operate slot machines on their sovereign lands under Class III gaming compacts, and have historically opposed any expansion of slot‑style gaming outside tribal casinos.
Santa Anita Defends Its Position
Santa Anita’s owner, The Stronach Group, maintains that the machines comply fully with state law.
“We stand firmly behind our legal analysis,” said Scott Daruty, senior vice president of The Stronach Group. “Racing On Demand operates under California’s long‑standing parimutuel wagering laws using a wager that regulators already approved. Daruty added that the AG’s office had “ample time” to raise concerns before the machines were deployed.
“We proceeded on solid legal ground,” he said. “Since the state is choosing to challenge that now, we’re fully prepared to defend ourselves. We’re confident the law is clear.”
Daruty also emphasized that HHR gaming is essential to “the sustainability of the California horse racing industry.”
How the Machines Worked
The “Final Stretch” terminals offered a three‑by‑three wager requiring bettors to pick the first three finishers in three consecutive historical races. Payouts ranged from:
$2.98 for correctly selecting three or four finishers
Up to $10,000 for picking all nine finishers in order
The California Horse Racing Board approved the three‑by‑three wager in April 2024, but at the time did not realize it could be used to power HHR gaming terminals.

Fraudster Received Suspended Sentence
Last Wednesday, former finance manager Andrew Morford received a two‑year suspended prison sentence after admitting to stealing from Co‑operative Development Services (CDS), a charitable housing organization, The Guardian reported. Court filings show Morford diverted funds from CDS between May 2019 and February 2024.
Judge Silas Reid described Morford’s gambling addiction as a “very significant mitigating factor” in his decision to impose a lenient sentence.
Repeated Attempts at Self‑Exclusion Ignored or Circumvented
Morford’s history with Betfair stretches back nearly two decades:
2008: First permanent self‑exclusion request. Betfair complied, but Morford reopened an account under the name “Andy.”
2010: Self‑excluded again, reversed it in 2012, and lost £659,000 ($837,000) over the next five years.
2017: Betfair closed his account over “concerns about his betting,” yet he later opened a new account in his father’s name and lost hundreds of thousands more.
Despite multiple red flags, internal documents described the account as “low end of medium risk.”
Betfair also missed several opportunities to identify him:

“Compliance with the CGA Code and applicable standards aims to ensure transparency and integrity for Canadians while maintaining clarity and adherence within the gaming industry,” Brewer said. “By establishing guiding principles for operators, the Code also serves as a benchmark for acceptable and socially responsible advertising practices across the Canadian gaming sector.
“This is a national industry initiative that deserves careful consideration—particularly by those calling for advertising bans or assuming no regulatory framework exists.”
Context: Federal Legislation on Sports Betting Advertising
Brewer’s comments reference Bill S‑211, sponsored by Senator Marty Deacon, which seeks to establish a national framework for sports betting advertising. The bill is awaiting second reading in the House of Commons after being added to the order of precedence on November 5. Parliament returns on January 26.
According to Deacon, the legislation would require the federal government to collaborate with provinces and stakeholders to explore measures such as:
Restrictions or bans on celebrity and athlete participation in ads
Limits on non‑broadcast advertising
Caps on the volume, scope, or placement of ads
National standards for preventing and diagnosing problematic gambling
