Nevada Gaming Control Board Files Civil Enforcement Action Against Coinbase

The Nevada Gaming Control Board has filed a civil enforcement action in Carson City District Court against Coinbase Financial Markets, Inc., seeking a judicial declaration and injunction to halt what the Board alleges is unlicensed wagering activity in violation of Nevada law.

According to the complaint, Coinbase—registered with the Commodity Futures Trading Commission as a Futures Commission Merchant—acts as an intermediary for customers trading regulated derivatives listed on a third‑party Designated Contract Market. Through its mobile app, Coinbase offers products described as “event contracts” to users in Nevada.

The Board asserts that offering sports‑related event contracts, or certain other event‑based derivatives, constitutes wagering activity under NRS 463.0193 and NRS 463.01962, and therefore requires a Nevada gaming license. Coinbase, the Board contends, is operating without the required authorization.

As a result, the Board alleges violations of NRS 463.160, NRS 463.350, NRS 465.086, and NRS 465.092, and is asking the court to prohibit Coinbase from continuing to offer these products in the state.

“The Board takes seriously its obligation to maintain a robust, well‑regulated gaming industry and to protect Nevada citizens. Yesterday’s action reinforces that commitment,” said Board Chairman Mike Dreitzer.

Nevada law declares the gaming industry to be vital to the state’s economy and public welfare, and mandates that all gaming activity be licensed, controlled, and supervised to protect public health, safety, morals, and good order.

Lithuanian Gaming Authority Concludes Inspection of UAB Tete‑a‑tete Casino

The Gambling Supervisory Authority under the Ministry of Finance has completed a scheduled inspection of UAB Tete‑a‑tete casino, conducted pursuant to Order No. DIE‑22 of 29 January 2026. The review assessed the company’s compliance with the Law on Gambling (LLG) and the Law on Amending the Law on Gambling (the Amending Law).

Identity Verification Procedures

The Authority determined that the company did not violate Article 10(10) or Article 20(1) of the LLG when its employees admitted a customer to the slot machine parlor without requesting a physical identity document.
An extract from the company’s internal database confirmed that a copy of the customer’s passport had been previously stored in the system. As a result, staff were able to verify the individual’s identity using existing records within the company’s control and management system, consistent with legal requirements.

Lease of Premises and “Impeccable Reputation” Requirements

The Authority also found no violation of Article 11(2) of the Amending Law regarding the company’s lease of premises from an entity that did not meet the newly established “impeccable reputation” criteria.

Key findings include:

  • The lease agreement was originally executed on 28 July 2005, long before the Amending Law introduced reputation requirements for persons used to carry out gambling activities.
  • The Amending Law, which entered into force on 1 November 2024, required gambling organizers to submit information on relevant persons to the Supervisory Authority by 1 May 2025.
  • UAB Tete‑a‑tete fulfilled this obligation by providing the required data.
  • Under Article 10(5) of the Amending Law, sanctions during the implementation period may only be imposed for failure to submit required information—not for pre‑existing contractual relationships.

Accordingly, the Authority concluded that the company did not breach Article 11(2) by continuing to lease premises from the entity in question during the transition period.

Appeal Rights and Further Procedure

Decisions of the Supervisory Authority may be appealed in accordance with the Law on Administrative Procedure of the Republic of Lithuania.

Potential violations and recommendations regarding fines are reviewed by the Advisory Commission on the Imposition of Fines, established by order of the Director of the Gambling Supervision Service.

Arizona Marks Fifth Super Bowl Under Legal Sports Betting Framework

The Arizona Department of Gaming (ADG) announced that this year’s Super Bowl will be the fifth conducted under the state’s legalized and fully regulated sports wagering system. The milestone reflects more than five years of event wagering operating under Arizona law, Tribal‑State Compacts, and a regulatory framework designed to safeguard consumers, uphold integrity, and generate public revenue.

“Arizona’s regulated gaming market plays a vital role in ensuring a safe environment for sports wagering, offering responsible entertainment options to millions of Arizonans,” said ADG Director Jackie Johnson. “During major events like the Super Bowl, regulated gaming drives economic activity, supports industry jobs, and provides consistent funding for important state and local priorities.”

Since launching in 2021, ADG has developed and implemented a regulatory structure that emphasizes consumer protection, responsible gaming, and fraud prevention across major sporting events, including the Super Bowl. The Department oversees licensed operators through continuous audits, compliance reviews, and integrity monitoring to ensure adherence to statutory requirements and responsible gaming standards. Licensed operators must also remit privilege fees, which are deposited into Arizona’s General Fund.

Under state law and the 2021 Amended and Restated Tribal‑State Compacts, eligible entities may apply to ADG for an event wagering license. Arizona currently has fourteen licensed event wagering operators, each required to pay privilege fees based on gaming revenue, with 90 percent of those fees directed to the General Fund.

ADG also released its latest monthly wagering report, covering November 2025, showing approximately $965 million in wagers—an increase of 7.5 percent over November 2024. The state collected roughly $5.5 million in privilege fees for the month.
Fiscal year‑to‑date, event wagering and fantasy sports have generated $26.3 million in privilege fees, including $25.7 million from event wagering and $637,399 from fantasy sports.

Arizona recorded its highest monthly handle in October 2025 at $967.1 million, followed closely by November 2025 at $965.2 million.

Ksa Orders Operators to End “Share Your Bet” Feature

The Dutch Gaming Authority (Ksa) is directing all licensed online gambling operators to immediately discontinue the “Share Your Bet” function, following an investigation triggered by multiple signals and inquiries from the market.

What the feature does

“Share Your Bet” allows players to distribute their placed wagers through social media or messaging platforms such as WhatsApp, Facebook, or email. After placing a bet, a player can send a link to friends or family, who can then view the wager and—if they hold an account—replicate it with a single click. The Ksa notes that this effectively turns gambling into a shareable social activity.

Regulatory concerns

According to the Ksa, the feature constitutes a form of advertising and recruitment, even if the promotion is carried out by players rather than operators. Under the Decree on Recruitment, Advertising, and Addiction Prevention in Gambling, operators must ensure that marketing does not reach vulnerable groups, including:

  • Minors
  • Young adults
  • Individuals with gambling problems

Because operators cannot control who receives shared bet links, they cannot guarantee that vulnerable individuals are shielded from exposure. As a result, the Ksa considers the feature non‑compliant.

The regulator also warns that the ease of sharing bets contributes to the normalization of gambling, lowering barriers to participation—particularly among younger audiences.

Ksa’s directive

The Ksa is calling on all operators offering “Share Your Bet” or similar functionalities to cease doing so immediately. The authority will continue monitoring the market and is prepared to take enforcement action if operators fail to comply or if new variants of the feature emerge.

PA Gaming Control Board Adds 22 Individuals to Involuntary Exclusion Lists

The Pennsylvania Gaming Control Board has barred 22 individuals from gambling in the Commonwealth, placing them on the agency’s various Involuntary Exclusion Lists. Inclusion on these lists prohibits a person from wagering at any Pennsylvania casino, regulated online gambling platform, or Video Gaming Terminal location.

Five of the individuals were added to the Involuntary Casino Exclusion List for leaving minors unattended while they gambled:

  • A woman who left two children, ages 8 and 9, alone in a hotel room at Hollywood Casino at the Meadows for 7 hours and 41 minutes while she played table games.
  • A woman who left three children, ages 2, 6, and 12, in a vehicle at Hollywood Casino York for 29 minutes while she gambled at slot machines and table games.
  • A woman who left a 10‑year‑old alone in a hotel room at Wind Creek Bethlehem for 3 hours and 37 minutes while she played table games.
  • A woman who left a 10‑year‑old in the bus lobby at Wind Creek Bethlehem for 17 minutes while she gambled at slot machines.
  • A woman who left a 9‑year‑old in a vehicle at Parx Casino & Racing for 23 minutes while she played table games.

The Board emphasized that leaving minors unattended at casino properties—including parking lots, garages, hotels, and public areas—creates dangerous conditions and will result in statewide exclusion. To support casino operators in addressing the issue, the agency continues to promote its public‑awareness initiative, “Don’t Gamble with Kids.”

In addition to the five child‑endangerment cases, the Board placed 12 more individuals on the Involuntary Casino Exclusion List for various violations. Another five individuals were added to the Involuntary Interactive Exclusion List for committing fraud on regulated iGaming or sports wagering platforms.

With these actions, the total number of individuals on the Board’s Involuntary Exclusion Lists now stands at 1,491.

The Gaming Control Board’s next public meeting is scheduled for 10:00 a.m. on Wednesday, February 25, 2026, in the Public Hearing Room on the second floor of the Strawberry Square Complex in Harrisburg. The meeting agenda will be posted on the agency’s website in advance.

Toronto Argonauts extend Janarion Grant, sign Matt Ammendola

TORONTO – The Toronto Argonauts Football Club announced on Friday that the team has signed returner Janarion Grant to a contract extension and signed kicker/punter Matt Ammendola.

Grant was scheduled to become a free agent next week.

The special teams ace played 15 games in Double Blue last season, where he averaged 22.9 yards per kick return and 12.8 yards per punt return. The six-year CFL veteran racked up 1,925 all-purpose yards in 2025, good for fourth-best in the league.

The 2024 Most Outstanding Special Teams Player and two-time All-CFL returner (2022, 2024) signed in Toronto in May of 2024 and helped the team win a Grey Cup later that season. Grant spent the first four years of his career in Winnipeg, where he would win his first two Grey Cups (2019, 2021). The Florida native famously scored the longest punt-return in Grey Cup history in 2022, a 102-yard scamper to the end zone. In 72 career regular season CFL games, the Rutgers product averaged 13.3 yards per punt return and 23.8 yards per kick return with 13 return touchdowns. Grant also has three return touchdowns in the playoffs on his impressive resume.

Ammendola (five-foot-nine, 195 pounds) spent part of 2024 with San Antonio (UFL) after three years in the NFL. From 2021 to 2023, the Philadelphia native played for Carolina, New York (Jets), Houston (twice), Kansas City, Arizona, and Green Bay. The kicker was 24-for-35 on field goal attempts and kicked 29 extra points in 20 career NFL games. Ammendola played collegiately at Oklahoma State from 2015 to 2019.

NEW YORK – Los Angeles Lakers center-forward Jaxson Hayes has been suspended one game without pay for pushing a Washington Wizards mascot during pre-game introductions, it was announced today by James Jones, Executive Vice President, Head of Basketball Operations.
