The Michigan Gaming Control Board (MGCB) has ordered six additional unlicensed online casinos to stop offering games to state residents, underscoring the agency’s ongoing crackdown on unlawful operators.

Latest Enforcement Actions

Cease-and-desist letters were recently issued to:

  • Fortune Horizon Casino
  • Goat Spins Casino
  • High Roller Casino
  • Slots.lv
  • True Fortune Casino
  • Vegas Gems Casino

“These sites lure players with flashy ads and promises of big payouts, but the risks are far greater—no oversight, no consumer protections, and no guarantee of getting your money back,” said Henry Williams, MGCB Executive Director. “Michigan law is clear: only licensed operators may do business here. We will continue to hold illegal operators accountable and safeguard residents from predatory, unregulated gambling.”

Why It Matters

Michigan’s internet gaming and sports betting markets are strictly limited to licensed operators under MGCB oversight. The unlicensed platforms named above are in violation of multiple state laws, including:

  • The Lawful Internet Gaming Act
  • The Michigan Gaming Control and Revenue Act
  • Provisions of the Michigan Penal Code

Unlike regulated platforms, illegal casinos are not subject to independent testing, responsible gaming requirements, or consumer safeguards. Each operator has been instructed to immediately stop targeting Michigan players. Noncompliance could trigger further legal action in partnership with the Michigan Department of Attorney General.

Helping Players Stay Safe

Through its Play It Smart, Michigan initiative, the MGCB provides resources to help residents identify safe, legal gambling options and avoid offshore, unregulated sites. The agency’s “Legal vs. Illegal Gaming” webpage includes:

  • A complete list of authorized internet gaming and sports betting operators
  • Guidance on spotting fake ads and unlicensed platforms
  • Educational graphics and videos shared via Facebook, X (formerly Twitter), and Instagram

“Illegal operators often mimic familiar names or logos to deceive players,” Williams added. “We want Michiganders to know how to protect themselves and where to find legitimate, secure entertainment.”
