MGCB Orders Four Offshore Online Casinos to Halt Operations

The Michigan Gaming Control Board (MGCB) has issued cease‑and‑desist orders to four unlicensed online casinos — BettyWins, Orbit Spins, Pacific Spins Casino, and Yabby Casino — all operated by Tech Zone, Inc., an offshore company registered in the Union of Comoros.

This enforcement action underscores the MGCB’s ongoing commitment to shield Michigan residents from illegal gambling platforms that operate without regulatory oversight, player protections, or responsible gaming safeguards.

“These offshore operators lure players with flashy ads and promises of big winnings, but in reality, they put consumers at serious financial and personal risk,” said Henry Williams, MGCB Executive Director. “We will continue to take strong action against unlicensed sites to ensure gambling in Michigan is legal, fair, and secure.”

Protecting Michigan Players

Under state law, only MGCB‑licensed operators may offer internet gaming and sports betting. Investigators found that Tech Zone’s four brands were illegally targeting Michigan residents, violating the Lawful Internet Gaming Act, the Michigan Gaming Control and Revenue Act, and sections of the Michigan Penal Code.

Unlicensed gambling sites:

  • Operate without independent testing or fair‑play certification.
  • Offer no formal dispute resolution for consumers.
  • Expose players to fraud, identity theft, and loss of funds.

Each operator has been ordered to immediately stop offering games to Michigan residents. Non‑compliance could trigger further enforcement in coordination with the Michigan Department of Attorney General.

The MGCB’s “Play It Smart, Michigan” campaign educates residents on how to distinguish legal from illegal gambling options. A full list of licensed operators is available on the MGCB website, and the new “Legal vs. Illegal Gaming” page offers tips for spotting unlicensed sites and avoiding scams.

“Illegal operators may use familiar branding or social media ads to appear trustworthy,” Williams added. “But if the site isn’t licensed by the MGCB, it isn’t safe. We encourage all players to check before they bet.”
