Lithuanian Gaming Authority Fines UAB Tete-a-Tetete

The Gaming Control Authority under the Ministry of Finance of the Republic of Lithuania has imposed a €15,000 fine on gaming organizer UAB Tete-a-Tetete for violating Article 18(1) of the Law on Gambling, which mandates that gambling activities must be conducted in accordance with the Gambling Regulation.

On November 14, 2024, the Supervision Service received a notification from an applicant stating that the company had deleted their account. The applicant reported receiving a letter on November 13, 2024, informing them of the unilateral closure of their account in accordance with paragraph 15.3 of the company’s Loss Regulation. The applicant noted that the account had been inactive for over a year and requested that the company reinstate access.

Following this complaint, an unscheduled special inspection of UAB Tete-a-Tetete was initiated under Order No. PT-42 on December 12, 2024.

Upon completion of the inspection, Order No. DIE-101, issued by the Director of the Supervision Service on March 13, 2025, concluded that the company’s employee had determined that the applicant had not participated in remote gaming for more than 12 months. In accordance with subparagraph 15.3 of the company’s Remote Gaming Regulation, the company proceeded with the termination of the remote gaming agreement on November 13, 2024. However, this unilateral termination did not comply with the AAL or the termination grounds established in the Remote Gaming Agreement, which dictate the circumstances under which the company has the right to terminate such contracts.

Decisions issued by the Supervision Service are not final and may be appealed under the Law on Administrative Proceedings of the Republic of Lithuania.

Furthermore, potential violations will be examined, and proposals will be submitted regarding the fine’s imposition and amount. The Director of the Gaming Authority will ultimately determine the final penalty through an official order.
