Lithuanian Gambling Control Authority Concludes Inspection of Top Sport Advertising Practices

VILNIUS – The Lithuanian Gambling Control Authority (LPT) has completed its inspection of gambling operator Top Sport regarding unauthorized advertising linked to the use of the betting brand in the name of the Lithuanian Football A League.

During the inspection, Top Sport removed the breach, and on 30 October the PRP determined that no fine or sanctions would be imposed.

Background

  • Amendments to the Gambling Act, effective 1 July 2025, prohibit the use of sports club names, leagues, or sponsored persons under the name of a gambling organizer.
  • Despite this change, the name Top Sport continued to be used in connection with the Lithuanian Football A League, prompting the LPT to launch an inspection.
  • At the outset of the review, Top Sport took corrective action, removing the betting brand from the championship’s name.

Supervisory Decision

The LPT acknowledged that the violation had been eliminated before the inspection concluded. As supervisory objectives were achieved, and in line with the principle of minimum and proportionate supervision, the Authority determined that sanctions were not necessary.

Clarification on Advertising Rules

The LPT emphasized that:

  • Use of betting company logos in the name of a club or league constitutes impermissible advertising.
  • Permissible sponsorship references include displaying a betting organizer’s name or trademark on stadium stands or athlete uniforms.
  • Informational statements such as “Football Club A, supported by Betting Company B” are allowed, provided logos are not used.

Purpose of Restrictions

The additional advertising restrictions introduced on 1 July aim to reduce gambling availability and mitigate related harms. This transitional period precedes a full ban on gambling advertising.

Ongoing Guidance

  • Since March, the LPT has held five stakeholder meetings and provided 45 individual consultations.
  • Systematized information and FAQs are available on the LPT website.
  • Following the July changes, the Authority has continued consultations, offering over 160 individual sessions to help operators adapt.
  • Where potential violations are identified, reminders and guidance are issued to support compliance.
