On 9 September, the Lithuanian Gambling Supervisory Authority (LPT) initiated an inspection of Olympic Casino Group Baltija over alleged violations of gambling advertising rules. The probe concerns the display of OlyBet trademarks in the Fan Zone near the White Bridge in Vilnius.
Stricter Advertising Rules in Effect
Since 1 July 2025, amendments to the Gambling Law have introduced tighter restrictions on gambling advertising. Under the new rules:
- Outdoor advertising by gambling operators is prohibited.
- Only the name and/or trademark may be displayed on the premises where gambling is organized.
These measures are part of a transitional phase leading to a complete ban on gambling advertising, aimed at reducing the accessibility and social harm caused by gambling.
Why the OlyBet Signs Were Flagged
The law permits public announcements when betting operators sponsor sports events or their broadcasts. However, the Fan Zone showing European Basketball Championship matches does not qualify as either a sports event or a broadcast. As a result, the OlyBet signage at the venue is considered unauthorized advertising.
Prior to the inspection, the LPT had provided consultations to both Olympic Casino Group Baltija and Motiventti, the event organizer. According to the regulator, these consultations were disregarded.
Municipal Involvement
The Fan Zone was organized under the patronage of the City of Vilnius, with municipal approval. The LPT has since notified the municipality that the event—open to families and minors—was heavily promoted with prohibited gambling advertising, urging local authorities to intervene.
Ongoing Guidance from LPT
The regulator emphasized that it has consistently worked with industry stakeholders to prepare them for the new restrictions:
- Since March, five meetings have been held with operators and interested parties.
- 45 individual consultations have been provided.
- FAQs and guidance materials have been published on the LPT website.
Even after the July amendments took effect, the LPT continued consultations, issued reminders, and offered suggestions to help operators adapt.
Next Steps
The inspection into Olympic Casino Group Baltija is ongoing. The LPT reiterated that it will continue to monitor compliance closely and take action where violations of the Gambling Law are identified.
