Ksa Fines LeoVegas for Breaching Player‑Protection Obligations

The Netherlands Gambling Authority (Ksa) has issued a €500,000 fine to LeoVegas after determining the operator failed to adequately safeguard its customers. Under Dutch regulations, licensed gambling companies are required to uphold a strict duty of care, intervening promptly to prevent excessive gambling and potential addiction.

According to the Ksa, LeoVegas did not meet these obligations between October 2023 and May 2024. After reviewing multiple player files, the regulator reported that every case examined showed shortcomings. In one instance, a player deposited and lost tens of thousands of euros within a short timeframe without timely intervention. In other cases, the measures taken were deemed insufficient—such as issuing a simple pop‑up warning to a player exhibiting clear signs of problematic gambling, a message that could be easily dismissed.

Ksa board chairman Michel Groothuizen emphasized the seriousness of the violations, stating:


“The duty of care is a fundamental part of player protection. Operators must act appropriately when signs of excessive gambling appear. Large losses in a short period are a critical warning signal. We have strengthened our supervision of this duty of care and will take firm action when providers fall short.”
