Arizona Department of Gaming Highlights Historic Safety Progress Ahead of 2025–2026 Racing Season

PHOENIX, Ariz. – As Arizona prepares to open the 2025–2026 live racing season, the Arizona Department of Gaming (ADG) is recognizing record-setting progress in horse racing safety. Last season, the state recorded its lowest equine fatality rate since tracking began—an achievement made possible through strong collaboration among the ADG Division of Racing, the Arizona Racing Commission, racetrack personnel, veterinarians, stewards, horsemen, and jockeys.

Safety Achievements

This milestone was reached under Arizona’s co-regulatory framework and through the continued implementation of safety-first initiatives. During the 2024–2025 meet, ADG:

  • Conducted pre-race and post-race veterinary examinations
  • Oversaw surface maintenance and testing
  • Completed red-flag reviews
  • Enforced national standards under the Horseracing Integrity and Safety Authority

“This achievement demonstrates what is possible when regulators, industry partners, and racetrack staff work together, and reinforces the importance of strong, consistent regulation. When standards are clearly defined and fully enforced, we create safer conditions for horses, jockeys, and everyone involved in racing,” said Jackie Johnson, Director of ADG.

Leadership Update

ADG Director Jackie Johnson has delegated authority to Shannon Nelson to serve as Racing Division Director. Nelson, who also serves as ADG Deputy Director of Regulation, will oversee both roles to ensure continuity in regulatory leadership and coordination with the Arizona Racing Commission and industry stakeholders.

“I am especially proud of the ADG staff, whose dedication, professionalism, and tireless work last season made the historic progress in safety possible and helped protect both human and equine athletes,” said Shannon Nelson, Racing Division Director and Deputy Director of Regulation. “As I step into this role, my focus is on strengthening the partnerships that have supported these results and continuing to advance a safe and successful season ahead.”

2025–2026 Season Information

  • Race Days: Primarily Monday through Thursday, with select Saturday events
  • Season Dates: November 10, 2025 – May 2, 2026 (102 live race days)
  • Licensing: Available at the Turf Paradise Racing Office (8:00 a.m.–2:00 p.m.) or by appointment at the Arizona Department of Gaming
