The Arizona Department of Gaming (ADG) has issued cease-and-desist orders to four unlicensed gambling operators accused of illegally targeting Arizona residents through unauthorized online platforms.

This enforcement action reinforces ADG’s commitment to consumer protection, regulatory integrity, and the lawful operation of Arizona’s gaming industry.

Unlicensed Operators Identified

The following entities have been formally ordered to cease all gambling-related activities within Arizona:

Event Wagering Sportsbooks

  • Fliff Online Gambling
  • Thrillzz Mobile Gambling

Sweepstakes Casinos

  • BettySweeps Casino
  • Pulsz Casino

These platforms allegedly offer illegal sweepstakes-style casino games and unregulated sports betting, violating Arizona’s gaming statutes and operating without oversight or consumer safeguards.

ADG’s Enforcement Priorities

According to ADG, these operators represent felony-level criminal enterprises due to their unauthorized gambling offerings. The Department emphasized that such entities:

  • Undermine the integrity of Arizona’s regulated gaming market
  • Expose residents to financial and data security risks
  • Operate without responsible gaming protections or legal accountability

ADG continues to monitor, investigate, and enforce against illegal gambling activity, including potential collaboration with the Arizona Attorney General’s Office for further legal action.

Each operator has been directed to:

  • Immediately cease all gambling operations targeting Arizona
  • Block access to Arizona residents and visitors
