Springfield, IL – The Illinois Gaming Board (IGB) has officially adopted a comprehensive set of new advertising and marketing regulations aimed at strengthening consumer protections across the state’s gambling industry. These rules apply to all licensed casino, video gaming, and sports wagering operators under IGB jurisdiction.
The updated regulations introduce expanded safeguards, including a ban on gambling advertisements on college campuses and enhanced requirements to protect minors and individuals with gambling-related vulnerabilities.
“By adopting these measures, the IGB is building upon existing regulations to implement additional safeguards and standards that further protect the public and encourage responsible gambling habits,” said IGB Administrator Marcus D. Fruchter. “These regulations provide for clear, consistent, ethical, and transparent advertising and marketing guidelines.”
Key Provisions of the New Rules
The revised framework builds on the IGB’s 2020 sports wagering advertising rules and now applies uniformly to all gambling segments. Effective as of 1 August 2025, following approval by the Joint Committee on Administrative Rules and publication in the Illinois Register Issue 31, the new rules include:
- Campus Advertising Ban
Gambling ads and promotions are prohibited on college or university campuses, media outlets (e.g., student newspapers, radio, TV), and sports venues primarily used for collegiate events. - Content Restrictions
Ads may not depict college students, university settings, or reference specific institutions. - Recordkeeping Requirements
Operators must retain copies of all advertising and marketing materials, along with logs detailing when and how they were distributed. - Opt-Out Mechanism
Patrons must be given the ability to unsubscribe from promotional communications, with operators required to honor such requests promptly. - Third-Party Compensation Limits
Operators are barred from entering into marketing agreements where compensation is tied to wager volume or outcomes. - Responsible Gambling Messaging
All advertising must include problem gambling text as specified by the Illinois Department of Human Services.
These changes reflect the IGB’s commitment to fostering a responsible and ethical gambling environment, particularly in light of growing concerns around youth exposure and problem gambling.
