RICHMOND, VA — The Virginia Lottery has released its latest monthly report outlining sports wagering activity for May 2025, as submitted by the state’s licensed operators.
During the period from May 1 through May 31, Virginia bettors placed a total of $595.0 million in wagers, marking a 17.7% increase compared to May 2024. The wagering was facilitated by 14 licensed mobile sportsbooks and 3 retail casino sportsbooks authorized to operate in the Commonwealth.
Players collectively won $522.6 million, resulting in a 12.17% win rate for operators.
Under Virginia law, a 15% tax is levied on each permit holder’s adjusted gross revenue (AGR)—calculated as total wagers minus total payouts and allowable deductions.
Per statute, 97.5% of the tax revenue is allocated to the state’s General Fund, with the remaining 2.5% directed to the Problem Gambling Treatment and Support Fund, administered by the Virginia Department of Behavioral Health and Developmental Services.
