UAB Baltic Bet Fined for Regulatory Violations

The Gaming Supervisory Authority under the Ministry of Finance of the Republic of Lithuania has imposed a fine of €29,430 on gaming organizer UAB Baltic Bet for violating Article 18(1) of the Law on Gaming of the Republic of Lithuania. This regulation mandates that gaming must be conducted in accordance with established Gaming Regulations.

Background of the Violation

On August 16, 2024, the Supervisory Service received a complaint from an applicant regarding the company’s alleged unjustified cancellation of five bets. The company cited Paragraph 56 of Annex No. 1 of its Remote Gambling Regulations, which allows for cancellation if a fundamental error in odds or bet placements is discovered after the event begins.

However, after an extensive investigation, the Supervisory Service determined that Baltic Bet had no clearly defined criteria to assess whether the odds differed “substantially” from those offered by other betting companies. As a result, the company’s actions violated Article 18(1) of the Gaming Law.

Regulatory Inspection and Findings

Following the complaint, the Supervisory Service initiated an unscheduled special inspection under Order No. PT-34, dated September 27, 2024.

Upon completion of the investigation, the Director of the Supervisory Service issued Order No. DIE-220 on June 2, 2025, confirming that Baltic Bet had wrongfully canceled the bets based on ambiguous criteria. The lack of an objective standard for “substantial” differences in coefficients led to the decision to impose the fine.

Appeals and Future Actions

Decisions by the Supervisory Authority are not final and may be appealed under the Law on Administrative Procedure of the Republic of Lithuania. Additionally, an Advisory Commission has been established to review possible violations and recommend fines.
