AGCO Urges Media Platforms to Stop Promoting Unregulated Gambling

The Alcohol and Gaming Commission of Ontario (AGCO) is calling on traditional and digital media platforms to cease promoting unregulated gambling operators, such as Bodog, amid concerns that illegal gaming platforms continue to attract a significant number of bettors in the province.

Challenges in Market Channelization

Grey market operators—those not licensed in Ontario but holding permits elsewhere, such as Malta and Curacao—have long provided betting services to Ontarians.

Prior to the launch of Ontario’s regulated iGaming market in April 2022, 70% of online gambling in the province occurred on grey market sites. In response, AGCO mandated that these operators either comply with provincial regulations or exit the market by October 31, 2022.

Persistent Presence of Unregulated Sites

A recent IPSOS study commissioned by AGCO and iGaming Ontario revealed that 83.7% of Ontarians now prefer regulated gaming platforms. However, illegal gambling sites continue to hold a sizeable portion of the market.

In light of this, AGCO announced that it has contacted more than a dozen media platforms, urging them to stop advertising unregulated gambling and sports betting sites, including Bodog.

AGCO’s Commitment to Consumer Protection

“The AGCO is dedicated to safeguarding Ontario players, ensuring that they have access to regulated iGaming platforms for the safest experience possible,” stated Dr. Karin Schnarr, Chief Executive Officer and Registrar of AGCO.

“By refusing to advertise unregulated and high-risk operators like Bodog, media organizations can demonstrate social responsibility, helping to protect Ontarians while reinforcing the integrity of Ontario’s regulated market.”

Concerns Over Bodog’s Advertising Strategy

Bodog, operated by Il Nido Inc., has already blocked players in Quebec and Nova Scotia from accessing its platform but continues aggressive advertising targeting Ontario-based bettors.

AGCO emphasizes that by eliminating promotions for unregulated gaming operators, media organizations can help reduce consumer risks, strengthen Ontario’s regulated gaming landscape, and support long-term sustainability in the industry.
