Arizona Department of Gaming Cracks Down on Illegal Operators

The Arizona Department of Gaming (ADG) has taken firm enforcement action against multiple unlicensed gambling operators, both domestic and international, accused of unlawfully targeting Arizona residents. In a move to safeguard consumers and uphold state gaming laws, the department has issued cease-and-desist orders to entities engaging in illegal wagering activities.

Illegal Gaming Operations Identified

Several unlicensed operators have allegedly been offering unauthorized online gambling services, including casino-style games, sweepstakes platforms, sports betting, horse race wagering, and peer-to-peer exchanges—all failing to meet Arizona’s regulatory standards. These operations pose financial and consumer protection risks, with violations falling under multiple state laws, including Promotion of Gambling (A.R.S. § 13-3303), Illegal Control of an Enterprise (A.R.S. § 13-2312), and Money Laundering (A.R.S. § 13-2317).

Operators Issued Cease-and-Desist Orders

The following entities have been directed to immediately cease all gambling activities targeting Arizona residents:

  • Sweepstakes Platforms: ARB Gaming, LLC (Modo.us), Epic Hunts
  • Sportsbook Wagering: Generiz
  • Peer-to-Peer Betting Exchanges: ProphetX
  • Multiple Unauthorized Betting Services: MyBookie, BetUS.com

“These illegal gaming platforms undermine consumer protections and violate state laws,” said Jackie Johnson, ADG Director. “Whether it’s unauthorized sweepstakes or illegal sports betting, we remain committed to taking enforcement action against operators who fail to comply with Arizona’s regulatory framework.”

Consumer Protection Warning

ADG warns residents and visitors that unregulated gaming platforms expose users to fraud, identity theft, and financial loss, and notes that the agency cannot assist in recovering lost funds from unlawful sites.

To ensure a safe and legal gaming experience, individuals are urged to use state-authorized operators, a full list of which is available at gaming.az.gov.

Reporting Suspicious Gaming Activity

If you suspect illegal gambling operations, take the following steps:

  1. Document the website, app, or promotional materials associated with the operator.
  2. Report the violation to publicaffairs@azgaming.gov and the Arizona Attorney General’s Office at (602) 542-5763 or azag.gov/consumer.
  3. Monitor financial transactions for unauthorized activity.
  4. Report identity theft concerns to the Federal Trade Commission (FTC) via IdentityTheft.gov (English) or RobodeIdentidad.gov (Spanish).
