Gaming Supervisory Authority Imposes Fine on UAB Novogaming Vilnius

The Gaming Supervisory Authority under the Ministry of Finance of the Republic of Lithuania has fined gaming operator UAB Novogaming Vilnius €11,115 for breaching Article 10, Part 10, and Article 15, Part 2 of the Law on Gambling of the Republic of Lithuania.

A routine inspection of UAB Novogaming Vilnius, initiated on 14 November 2024 as per Inspection Order No. PT-35 dated 29 October 2024, revealed multiple violations. The findings were formalized in Order No. DIE-107, dated 20 March 2025.

Violations Identified:

Admitting a Minor: On 4 December 2024, a minor was allowed access to the slot machine parlor at MK Ciurlionio g. 75-1, Druskininkai, and remained there between 7:27 p.m. and 8:23 p.m. This breached Article 10, Part 10, which prohibits admitting individuals under 18 to slot machine parlors and betting establishments, including remote gambling participation without proper identification.

Inadequate Video Surveillance: On the same date, video recordings from the slot machine salon showed blurred images of individuals entering the premises. Additionally, recordings of cash register activities failed to clearly capture gamblers’ actions or the employee handling cash transactions, contrary to Article 15, Part 2. The law mandates that digital video recording systems must ensure clear visibility of persons entering, gamblers, and cash transactions.

Decisions issued by the Supervisory Authority may be contested under the Law on Administrative Procedure. Violations are reviewed by the Advisory Commission, which makes recommendations regarding fines and their amounts, as established by the Director of the Gambling Supervision Service.
