Virginia Lottery Releases December 2025 Sports Wagering Report

The Virginia Lottery has published its December 2025 sports wagering activity report, detailing performance data submitted by all licensed operators.

From December 1–31, 2025, Virginians wagered $710.9 million across the state’s fourteen mobile sportsbooks and three retail casinos authorized to accept bets.

Bettors won $627.5 million during the month, resulting in an 11.73% operator win rate—approximately five percentage points higher than December 2024.

Under Virginia law, sports betting is taxed at 15% of adjusted gross revenue (AGR), defined as total wagers minus winnings and allowable deductions. Of all taxes collected on sports betting AGR:

  • 97.5% is deposited into the General Fund
  • 2.5% is directed to the Problem Gambling Treatment and Support Fund, administered by the Virginia Department of Behavioral Health and Developmental Services

The Lottery will continue releasing monthly wagering and revenue figures as required by statute.
